Problems of financing road construction in the context of economic security of the Kyrgyz Republic

The article examines the road sector financing system currently in effect in the Kyrgyz Republic (KR) and notes its impact on the country's economic security. The relevance of the article is due to the need to improve road construction financing in order to reduce threats to the economic security of both the industry and the country as a whole. The article provides data on financing the development of road construction from various sources: the republican budget, loans and grants from donors, and the Kyrgyz Republic Road Fund. The conditions for external financing of several road construction projects by international financial institutions (donors) are presented. The authors identified the main problems of road construction financing that negatively affect the economic security of the Kyrgyz Republic: insufficient financing, dependence on external sources of financing and an increase in external debt, and an imperfect road sector financing system. As a result of covering the existing problems in the article, it was proposed to improve the management of financial flows in the road construction financing system, focusing on the introduction of research and development within the framework of public-private partnerships and the use of innovative technologies that help improve the quality of roads and reduce the costs of their construction and reconstruction.
