Problems of financing the construction and maintenance of highways of regional importance

The funding of road projects in Russian regions and their solutions are analyzed. An analysis of the "Safe and High-Quality Roads" project, as well as the road funds of the Tula, Rostov, Samara, and Lipetsk regions, identified the most significant issues in road project funding, including funding shortfalls and budgetary lending, lack of financial independence, and shifting budget priorities. Solutions to systemic problems in funding road construction and maintenance in the regions are proposed.
