Problems of index formation using the resource-index method for the northern regions of Russia

The purpose of this study is to identify and theoretically substantiate the problems associated with the formation of indexes when using the resource-index method for determining the estimated cost of construction in the northern regions of Russia. The novelty of the work consists in an integrated approach to assessing the factors influencing the formation of the estimated cost in conditions of territorial remoteness, harsh climate, limited access to building materials and a high transport component. Special attention in the study is paid to the transition of the subjects of the Russian Federation to the resource-index method and the analysis of the applicability of existing regulatory legal acts in the context of the northern territories. The systemic problems of regulatory regulation have been identified, and ways have been proposed to improve the accuracy of calculating indices, taking into account the specifics of the regions of the Far North. The research results are aimed at improving the pricing mechanism in the construction industry and can be used to improve the efficiency of infrastructure projects in difficult climatic conditions.
