The problems of formation of the integrated system of the regional strategic planning

The article describes the provisions that determine the importance and urgency of the is-sues of strategic planning of territories development. This is a review of the conceptual foundations of governance, the definition of the concept and methodology of state planning. Strengthening the position of the state in regulating of economic processes determines the vertical integration strategy pyramid. It is necessary to develop an effective strategy for the optimal placement of productivity-performance-power in the vast territory of Russia. The author refers coordination of documents of strategic planning, lack of a contour of strategic planning and system of strategic control to the main problems of regional strategic planning at the municipal level. There is also the uncertainty in the choice of the methodological approach to the management of socio-economic development of the region, the lack of a strategic vision for the future of the state of territories, the need to consider the positions and the interests of many parties.
