Problems of formation of effective personnel potential (using the example of the municipal administration the city of Kovrov, Vladimir region)

The article deals with the existing problems of forming an effective human resource potential in the field of municipal management on the example of the administration of the city of Kovrov. The author analyzes the current state of personnel by age qualification, experience, level of education. The assessment of the implementation of the planned indicators of training and advanced training of municipal employees is given. The results of the conducted survey of municipal employees of four structural divisions (departments) on the subject of the system of personnel potential development that has developed in the administration of the municipality of Kovrov are presented. According to the results of the study, the corresponding conclusions were made.
