Problems of the Russian Federation national innovative system's formation

Nowadays speed, volume, measure of the innovative processes development, formation and development of the national innovative system determine economic, political authority of the country on the world scene. Therefore for each country development of its own national innovative system becomes the priority task. During transition of the Russian Federation to an innovative way of development it is necessary to reveal accurately the main problems interfering with development of the innovative economy. This research describes the main barriers on the way of the national innovative system's formation. The author analyzes indicators influencing creation of the NIS, and considers basic global tendencies. Also, recommendations regarding active involvement of Russia in the global innovative system are formulated.
