Problems and prospects of formation of state social policy in modern Russia

The article considers the role of state social policy in solving the problems of the development of Russian society in the 21st century. The authors define the specifics of the formation and development of the strategy of political management of the social sphere in the process of forming the sovereign state of the Russian Federation. Using the example of identifying the main problems that hinder the formation of an effective model of state policy, the article determines priorities and options for modernizing the system of social guarantees for the country's stable development. The authors assume that the public authorities will play a decisive role in implementing social policy priorities in the context of the impending global socio-economic crisis and conclude that it is necessary to create conditions for strengthening the autonomy and independence of subnational and local levels of political government in the organization of social development in modern Russia.
