Problems and prospects of the development of the third sector in the Tver region

The main tendencies of the third sector development in the Tver region are presented in this article. The third sector, which is a set of non-profit organizations, serves the basis of functioning of the civil society in the region. The activity of NCO is the important characteristic of the regional society. Functioning of the noncommercial sector in the Tver region is determined by the influence of geographical, social and economic, political and other regional factors. The main problem of the NPO activity are determined by the legislation, that regulates the functioning of non-profit organizations, by the paternalism of public authorities, by the mistrust of population and authority to NPO and the lack of financing and the lack of premises for the work. The further development of the third sector requires the improvement of the legal base, the establishment of partnership with authorities, the wide circulation of the experience of the most successful non-commercial organizations, the expansion of the NPO basis, the involvement of the youth in public activity and so on.
