Problems and prospects of improving legislation in the field of combating crime in the sphere of illicit trafficking of new potentially dangerous psychoactive substances

In connection with reforming of the system of bodies on control over drug trafficking, the article analyzes legal provisions that reduce the efficiency of detection and investigation of crimes related to illicit trafficking in narcotic drugs and psychotropic substances. Criticizing the previously existing procedure of initiation of criminal cases in this area, which included the possibility of introducing new drugs to the lists of narcotic drugs only after they became known to law enforcement officials and got official status, the author using scientific methods of analogy and modeling, provides a mechanism for improving legislation.
