Problems and ways of solving rational use of agricultural land for Non-Black Earth area of the European part of the Russian Federation

The article analysed the main problems of rational use of agricultural land, carried out a study of the concept of rational land using, revealed the absence of requirements for rational use of land in normative acts. The main problems of low use of land in the Non-Black Earth Zone, which lie in the economical, legal and natural spheres, have been analysed. Ways are proposed to solve the identified problems by intensifying the participation of the State, developing legal and regulatory acts related to the rational use of land, placing land for cadastral registration and forming a system of State monitoring of agricultural land.
