The issues of institutional provision of the state migration policy

The article addresses the issues of institutional framework of the state migration policy of the Russian Federation. The authors analyzed the activity of the Federal Migration Service in terms of regulation of migration processes in recent years, reasons for its dissolution, and transfer of functions to Interior Ministry of Russia. Closer attention is paid to the stages of the establishment of institutional framework of the State Migration Policy of Russia. New challenges and threats in the modern world, the invasion of migrants to Europe, the situation with the citizens of Syria, Afghanistan and Ukraine required taking measures to improve the institutional framework of the State Migration Policy of Russia. It is the authors' opinion that, at present, the Ministry of Internal Affairs of the Russian Federation faces challenges, primarily related to the fact that the Ministry get a number of new socio-economic functions not typical for the power-wielding agency. The authors forecast possible consequences in connection with the reorganization of the Federal Migration Service of Russia.
