The problems of the intergovernmental transfers using in shaping the regions budget of the Russian Federation

The current differentiation of Russian regions in terms of socio-economic development actualizes the necessity to develop an effective policy in the field of intergovernmental transfers to the regions of the Russian Federation. This policy should be aimed at reducing territorial differences between all the regions and securing their sufficient financial resources required for the implementation of their powers. The choice of such policies is primarily determined by the need to reduce the existing shortcomings in the inter-budgetary redistribution of financial resources. In this regard, the article will analyze some problems in the use of inter-budget transfers in the formation of regional budget revenues.
