Problems of changing the legislation on horticultural, non-commercial and cotton non-profitable citizens' associations

The author considered the possibility of functioning of a horticultural association without registration of a legal entity. The norms that introduce changes into the legislation on gardening and dacha non-commercial associations of citizens are analyzed. It is noted that the new law regulating "summer" relations needs to be improved until it comes into force on January 1, 2019.
