Problems of the effectiveness of municipal government

In the context of deepening socio-economic reform, the role of local self-government as a factor of democratization of public life, a necessary prerequisite for the formation of civil society, is increasing. It is becoming increasingly clear that our society will not be able to cope with the numerous problems that exist if there is no genuine, clearly structured local self-government, the development of which is of great practical importance for solving the problems associated with the organization of territorial administration. Local self-government is an essential element of the constitutional order of democratic countries. It is a specific «branch of government» that, on the one hand, participates in the exercise of the will of the state and, on the other, takes into account the best interests of the population.
