Problems of staffing for Russian national projects

This article assesses the possibility of implementing Russia’s national projects in the field of technological sovereignty. During 2025-2030, Russia plans to implement 19 national projects in various fields. Each of the national projects includes from three to ten federal projects, which, accordingly, must also be implemented. That is, the tasks are ambitious. In addition to the fact that each of the projects must be developed, a passport must be formed, they must be financed. The main role in this is given to the federal budget. Passports of some national projects were formed late, after January 1, 2025, and accordingly, funding was automatically late. To implement state projects, in addition to financial resources, demographic and human resources are needed. If the demographic situation improves somewhat, then problems in the human resources sphere only accumulate. Due to the lack of teaching staff, the implementation of other national projects may be at risk.
