We consider microwave radiation of the ionosphere, disturbed during solar flares and magnetic storms, as a factor influencing the troposphere. We propose the following scheme of the three-stage radiooptical trigger mechanism of solar-magnetospheric -weather-climate relations: • the ionospheric transformation of absorbed fluxes of solar ionizing radiation and corpuscles from the radiation belts into a flux of microwaves through the excitation of Rydberg states; • the regulation of the rates of formation and destruction of water cluster ions by microwave radiation in the troposphere; • the contribution of clusters to the formation of clouds affecting the energy flux of solar radiation in the troposphere and the heat flux from the underlying surface.
