The issues of self-government and parliamentarism modernization at the local level: case study of Krasnodar krai

The article considers the main issues of local self-government development in the Russian Federation by case study of Krasnodar Krai. The federal and regional legislation on organization of local government in the Russian Federation is reviewed. The models and stages of local self-government development are defined. By studying the global and domestic experience of municipal authorities' modernization, the authors show the dangers of current trends and propose options for the local self-government development.
