Problems of the medical insurance modernization in Russian Federation

The article is about modern problems in the area of medical insurance system of Russian Federation. There are two elements of the medical insurance system: the first is compulsory medical insurance that is financed by employer's contributions and public funds through the federal fund of compulsory medical insurance and also by direct payments to medicoprophylactic institutions from regional budgets. The second is voluntary medical insurance that is financed by employers and citizens. The authors single out essential features of the medical insurance and make a conclusion that introducing of a new medical insurance system is an important task for every society and that integration of the compulsory and voluntary medical insurance helps to achieve a synergetic effect in the system of medical services.
