National development problems of the divided Nogai people (by a case study of the Republic of Dagestan)

The study examines the national development problem of the Nogais divided by the administrative boundaries of the constituent entities of the Russian Federation (the Republic of Dagestan, the Stavropol Territory, the Chechen Republic). The research shows the territorial distribution of the Nogais across Russia and its quantitative characteristics in the modern context. The study highlights the government departments’ activities aimed at addressing the issues of social, economic and cultural development of the Nogai district, which is the territory with a high concentration of the Nogai people in the Republic of Dagestan. The paper notes that the problem of the divided Nogai people is associated with the restoration of the Chechen and Ingush national statehood, i.e. the Chechen-Ingush ASSR, in 1957. It is concluded that the Nogai El Federal National Cultural Autonomy established in 2015 will gradually become an important platform for the national development of the ethnic community that needs a unity and its constructive dialogue with the Russian state within the legal field.
