The issues of normative legal regulation of matters of determining the staff number of units of the service of public order protection of internal affairs agencies on undergrounds

The scientific article is devoted to the development of proposals for normative legal regulation of the procedure of determining the staff number of units of the service of public order protection of internal affairs agencies on undergrounds. The internal affairs agencies carry out a significant number of administrative functions on undergrounds in the course of their activities, in the implementation of which they, in accordance with their competence, enter into special legal relations with citizens, state and public organizations and their officials. A typical structure of internal affairs authorities of Russia, including the internal affairs agencies on undergrounds, is defined to perform this wide range of administrative functions by the Order №33 of the Ministry of Internal Affairs of 30th of April, 2011 “On certain organizational issues and the structural construction of the territorial authorities of the Ministry of Internal Affairs”. The relevance of the article author's chosen topic of scientific study is due to the issues of legal regulation of relations associated with determining the staff number of units of the service of public order protection of internal affairs agencies on undergrounds, as the later remain unresolved, in contrast to the relations arising in connection with determining the staff number of units of territorial authorities of internal affairs. At the same time, the specifics of the police activities on the underground facilities have significant differences, and the lack of police officers threatens the security of passengers and underground workers. The article presents the ratio of the existing normative legal acts, governing the procedure for determining the staff number, units and services of internal affairs agencies with the load falling on the employees of internal affairs agencies on under- grounds. New calculation schemes have been proposed based on the results of the conducted study, which could be applied to all Russian undergrounds.
