Problems of municipal regulations’ enforcement in subjects of Russian Federation

The author, based on the analysis of the modern development of the Russian legislation pertaining administrative offenses on the Federal level and the level of the subjects of the Russian Federation, came to a conclusion that there is a need to provide mechanisms instrumental in the enforcement of municipal legal acts. The powers of the municipal official bodies in drawing up protocols and considerations of administrative cases were also considered in the process of the research of the Russian legislation on Administrative Violations. Specific suggestions on the improvement of the Russian legislation in connection with the introduction of such mechanisms are provided. The relevance of this work is substantiated by the research results obtained by the author. On the example of the Republic of Karelia a research on the enforcement of municipal regulations regulated by the legislation on administrative offences by the subjects of the Russian Federation was conducted. The study helped to substantiate regulations directed at the improvement of legislation pertaining the subjects of the Russian Federation. The norms establishing administrative responsibility for non-execution or inadequate execution of the obligatory rules of conduct provided by regulations of municipalities were established.
