The current Doctrine of food security in Russia was adopted at the beginning of 2020. it outlined the criteria for food security, risks and threats, and the strategic goal and goals for achieving it. In the context of the pandemic and the violation of previously established relations with foreign trade partners, economic and geopolitical risks that affect the development of agriculture and the food industry have worsened. It is revealed that even in the conditions of state support for strategic agricultural facilities in Russia, it is expected in the future to reduce food security for vegetables and food melons, milk. In vegetable production, the decline in production is due to the inability to move migrants across the border for seasonal work, which is why agricultural organizations have reduced the acreage under vegetables. In the milk market, in the context of a pandemic, milk exports are increasing in some regions of Russia, while in other regions, commodity stocks are increasing to critical volumes. The increase in exports of dairy products is observed against the background of non-compliance with the criteria of The doctor of food security for milk and dairy products, since the population’s ability to pay has significantly decreased.
