Problems of the judiciary bodies formation in terms of a new constituent entity formation by means of the entities of the Russian Federation merger

It is found that the change in state territorial structure of the Russian Federation suggests the abolition of the court authority bodies and formation of new bodies within the territory of the constituent entities the federation that are willing to merge. Formation of the judiciary by the federal laws of the Russian Federation implies the adoption of normative legal regulations on the abolition of the courts within the territory of the precursor constituent entities of the federation and the adoption of the federal law on the creation of new courts within the territory of the new entities of the Russian Federation. The process of consolidation of the Russian Federation conbstituent entities leads to a long list of issues varying in their nature in the court bodies of the judicial system of the merging entities of the Russian Federation to be solved, indicating that regulation is necessary to specify the order of the reorganisation of the courts by the federal legislator. The author reviewed and analysed in detail the provisions of the legal, economic, organisational support of the judicial system of the Russian Federation. Resolving the personnel issues of the court bodies of the judicial system of the Russian Federation under the conditions of formation of a new entity as a result of a merger of a number of regions requires a study of the complex regulatory framework.
