Problems of estimation of the effectiveness and implementation of the authority of the federal service for veterinary and phytosanitary supervision

Tasks in the field of increasing the efficiency and effectiveness of budgetary allocations today are reduced to strengthening budget planning, taking into account the priorities of state policy and the social significance of the final results of the use of financial resources. The reorientation of the activities of the authorities and administrators of budget funds from the “development” of the appropriations allocated to them to achieve final, socially significant and measurable results involves the application of a fundamentally new ideology of results-oriented budget planning. The implementation of the strategic goal and tactical tasks facing the Rosselkhoznadzor is carried out within the framework of federal and departmental target programs. Within the framework of this article, the problems of implementing the functions of the Rosselkhoznadzor Administration were considered based on the tasks assigned to it and proposed ways of solving them from the informational, methodological and legal sides, as well as approaches to assessing the effectiveness of the Rosselkhoznadzor Administration.
