Problems of optimizing the structure of the energy complex of Khabarovsk Krai

The purpose of this study is to analyze the structure of the Khabarovsk Krai energy complex and assess the challenges of optimizing the energy system in the Russian Far East. The theoretical portion of the article is based on a retrospective analysis of structural transformations in the energy complex of the Russian Far East, and Khabarovsk Krai in particular. Patterns in the predominant share of coal in the structure of the Krai’s fuel and energy balance are identified. Approaches to addressing the issue of unused capacity are considered. Issues in tariff regulation are highlighted: the significant excess of Far Eastern electricity tariffs over the Russian average, the equalization of tariffs for households and industry, and cross-subsidization issues. The study presented the main provisions of the law providing for the extension of competitive market pricing mechanisms for electricity and capacity to non-price zones of the wholesale electricity and capacity market.
