Problems of rule-of-law state formation in Russia and the role of the legal monitoring in their realization

The article outlines the main problems of building of the civil society and the rule-of-law state in Russia. It is concluded that the regulatory capabilities of norm-declarations. The author argues that the modern diagnostic tool for the implementation of the Constitution provisions is the legal monitoring. The author offers the classification of legal monitoring tools. Particular attention is paid to the regulatory impact assessment. The problem of creating scientifically based techniques for the anti-corruption monitoring is actualised.
