Problems of Strategic Planning of GMU and Ways to Solve Them

Strategic planning in public and municipal administration (PMA) is a key element in achieving the goals of socio-economic development of the country. However, there are a number of problems that can hinder the effective implementation of strategies in PMA and require an integrated approach to solve them. The main problems are: the paucity of the legislative base, the external boundaries and internal structure of the system, the low level of compliance with the principle of responsibility by participants in strategic planning, the lack of mechanisms for monitoring the implementation of strategic objectives. In this article, we will consider these problems in more detail and suggest ways to solve them through improved communication, the creation of a monitoring and evaluation system.
