Problems of preventing murder rental

Introduction: the prevention of homicide for hire is an urgent problem, since these crimes cause serious harm and are especially dangerous. The specificity of the mechanism for committing such murders, as well as the problems arising during their qualification and investigation, greatly complicates the task of preventing this crime. The authors consider promising concepts for the implementation of such a warning, criticize dubious proposals in this direction. It is indicated that homicide for hire, depending on the type of conflict and the area of commission (domestic, economic, professional), have specificity in the implementation of the warning, which is considered by the authors. Materials and methods: the scientific basis was formed by criminological research on homicide for hire; scientific methods: dialectical method, structural-functional and systemic methods; general scientific methods, such as analysis, synthesis, functional approach, method of induction, deduction, abstraction and concretization, logical method, method of analogy, description, axiomatic method; private scientific methods such as historical, political science and psychological methods; as well as private law methods, including comparative legal, formal legal and legal forecasting method. The results of the study: the main special-criminological measures are classified in three areas: organizational and managerial preventive measures; operational-search prevention; administrative warning. Victimological prevention of homicide for hire is carried out by the same subjects, with the implementation of all the listed preventive measures. It is a necessary complement to all other types of prevention of these crimes. Its protective or informative measures can protect the victim from death, and the implementation of other special measures can neutralize the factors that determine the actions of the offender. Findings and Conclusions: The authors come to the conclusion that the comprehensive implementation of the above measures will allow the prevention of homicide for hire more effectively.
