Problems of attracting civil legal responsibility of the state, terrorists and members of their families for the damage caused by the terrorist act

The article discusses the problems of restoring the rights of victims of terrorist acts, the issues of compensation for harm caused as a result of a terrorist act, the legal regulation of compensation payments by the state to individuals and legal entities who suffered damage as a result of a terrorist act. The author concludes that the current legislation does not fully protect citizens and provide every victim of a terrorist act with just compensation.
