The article analyzes the problems of implementation of regional development strategies based on program-oriented approach. Typical scenarios for implementing long-term targeted programs, defined underappreciated in theory and practice the consequences of ineffective implementation of programs. On the example of Ryazan region revealed the discrepancy between the objectives of the strategic development and targeted programs. Proposed directions to solve these problems.
