Problems of human capital development in the context of regional economic security

The possibilities of ensuring and strengthening regional economic security are largely associated with the development and effective use of human capital. Authors examine human capital development in the Republic of Ingushetia in the context of regional economic security, analyses the key socio-economic indicators of the Republic of Ingushetia’s development, calculate the cost of the region’s human capital, and assesses its effectiveness. In this region, as in many other regions of the North Caucasus Federal District, there is an acute need to improve human resource development to ensure long-term economic growth and the development of those industries that can ensure regional economic security in the long term. Also are identified actual challenges in the region’s human capital development. Among them are: high unemployment, low economic returns of human capital, a shortage of jobs, a huge number of idle enterprises, and unstable investment dynamics in human capital in Ingushetia. Authors propose measures necessary for human capital development: to increase the number of breakthrough projects, intensify the activities of the IT Academy in Magas, establish new industrial parks, develop creative industries, and expand the resource base of the Entrepreneurship Support Fund.
