Problems of implementation of import substitution strategy in the context of innovative development of economy of Russia

Import substitution was one of the goals of the Federal Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food for 2013-2020. After the entry into force of sanctions against Russia in connection with the events in Ukraine, import substitution has become the key task of most industries, not just agriculture. The activity of import substitution of agricultural products has always been a part of the food safety program and, in general, import substitution of agricultural products has been very successful in Russia in recent years. As for other areas of the national economy, import substitution occurs at a much lower rate than for agricultural products, especially for high technology products.
