The article the system of local acts of educational organizations of higher education in the Russian Federation is discussed. The analysis of scientific literature and legal norms done by the author allows to identify the problem of the systematization of local acts of educational organizations of higher education. And the classification criteria of local acts for the implementation of open and unhindered access of citizens to information on educational organizations in the sphere of regulation is offered by the author.
