Problems of improving the technology of strategic planning in the perspective system of national security of Russia in the globalizing world

The article discusses the issues of improving the system of Russian national security management using GIS-methodologies in collection, processing and use of heterogeneous information. In particular, there are justified proposals on the creation and definition of the optimal composition of the prospective system for ensuring national security of Russia, its main tasks and requirements. The authors examine the problem of correlation between contextuality (reactivity) and the stratagemity (proactivity) in approach to a perspective of national management system, including Russia's military security. They propose the organizational and functional structure of promising network of synthetic national security management system of the Russian Federation, which harmoniously combines the principles of governance in a changing environment of a globalizing world.
