Problems of improving the legislation regulating the status of road traffic participants using personal mobility devices

The article deals with the problematic issues of legal regulation of individual mobility devices (electric scooters, sigvees, gyro scooters, etc.), as well as the definition of the status of people who use them. The author notes the special advantages of individual mobility devices in urban conditions, as the possibility of moving to a destination with low costs, as well as their compactness, autonomy, efficiency and affordable cost. Materials and methods: the normative basis of the study is the norms of the current Russian legislation, as well as individual foreign countries, regulating social relations that develop in the field of road safety, in terms of regulation of the operation of personal mobility. The methodological basis of the study is the general dialectical method of scientific knowledge, which has a universal character, the method of system analysis, comparative-legal, statistical, formal-legal methods, methods of logical deduction, induction, comparison, analysis, generalization and description, which substantiate the classification of personal mobility devices, as well as requirements for their movement. The Results of the study allowed to identify a number of problematic issues that has arisen with the emergence of new means of transportation and the lack of their legal status and, as a consequence, the implementation of the responsibility of the persons driving them, when violating traffic rules. Findings and Conclusions: The article substantiates the approach to individual mobility devices as a special type of vehicles powered by an electric motor, and analyzes the experience of foreign countries in this field. It develops a classification of individual mobility devices by categories, as well as a set of requirements and restrictions for the use of vehicles of each category within the street and road network, including the age threshold, permissible speed, allowed zones for movement.
