The soviet democracy problems in Siberia in new economic policy period

The historical and social issues of the new economic policy in Siberia are considered in the article. The political course, set by bolshevists, was theoretically orientated on all-embracing democracy and real democracy, but in practice it admitted serious drawbacks. Because of that the expansion of citizen subjective right social maintenance for direct democracy had dual character. The main attention is given to the people's expectations, attitudes and the degree of their reflection in the regional and management policy at that period.
