The processes of the formation of the state administration new model are considered in the article. The development peculiarities of the factors of the state service function quality to increase the stability of the state organization work in the conditions of the cycle crisis are revealed. The conceptual principles of the mechanism for the information and communication technology introduction into the state-administrative governance on the example of the multipurpose centers of the state (municipal) service provision are discussed.
