The article deals with the period of formation of universal primary education in rural areas of Buryat-Mongolian Autonomous Soviet Socialist Republic. In the 1920s, the BMASSR was a backward edge with very low literacy level. With the formation of the national autonomy in 1923, the conditions for the creation of public education were created, goals and targets of its development were set. On the archival materials, the author reveals the difficulties encountered in the implementation of the tasks. These difficulties reflected the general state of public education, as well as religious and national peculiarities of the region
