Issues of management of the global information society

The international law and order established after the Second World War requires changes owing to the developing globali- zation of world economy and global information society. Freedom of information dissemination and broad participation of natural and legal persons in economic exchange are beyond the modern structure of the world management as they conflict with the conventional principle of exclusive sovereignty of the states. In the article it is shown that not only the states, but also representatives of business and non-government organizations share in formation of new world law and order. The norms of the soft law are succeeded to replace solid pre-agreed contractual norms as regulators. However, their transformation into routine norms depends on the states so the role of the last does not disappear.
