Under the conditions of the world crisis and under the pressure of international sanctions, single-industry towns are experiencing significant difficulties in socio-economic development, which, including due to the narrowing of the implementation of the opportunities of the investment policy by local authorities. Particularly difficult situation is in the mono-cities of the Russian Arctic, which are forced to function in difficult climatic, demographic, structural and transport conditions. The purpose of this study is to solve the scientific and practical problem of ensuring effective employment of the population and the possibilities of self-development of labor markets in single-industry towns of the Russian Arctic.
