On the basis of the records from the National Archive of the Republic of Bashkortostan the article deals with the main activities focused on providing the food supply for workers and department officers of Bashkiria in 1930-1934. With the ongoing industrialization in the republic, there was a complex work of the government and cooperative organizations on building the system of food supply for workers and department officers of the leading manufacturing enterprises. Management of rationed supply without the private sector and available import became the most difficult task for the local government. There were big problems with defining the contingents of the population eligible for the supply with the subsequent differentiation of them into lists. At the same time the food supply was undermined by the mass-scale misuse of power during the issue of ration books and due to the existence of so-called ‘dead souls
