The article considers the project of “collective security” suggested by the French Minister of Foreign Affairs, Louis Barthou, and the People''s Commissar of Foreign Affairs of the USSR, Maxim Litvinov. In historiography this project was called "The Eastern Pact". The author discusses the premises of emergence of such a project, its development and the reasons, due to which this pact remained in draft.
