Designing of optimal mechanisms for strategic planning of territorial development of the North and the Arctic of Russia: methodological aspect

The article deals with the experience of development management of the Northern territories of Russia, defines socio-economic specifics of arctic and subarctic areas of the country and possible challenges of effective management. The author considers the key aspects of the designing of optimal mechanisms for strategic planning, presents the original model and algorithm of the designing in permanently changing environment. The factors of optimal management decisions are discussed.
