Vyacheslav Vladimirovich Nikolyuk was born on September 14, 1956 in the village of Zalari, Irkutsk Region. Graduated from the Omsk Higher Police School of the USSR Ministry of Internal Affairs (1977), postgraduate studies at the Moscow Higher Police School of the USSR Ministry of Internal Affairs (1980), doctoral studies at the USSR Ministry of Internal Affairs Academy (1991).
