Genesis of professional unions in Kuban region in 1920-30's as a process of making professional unions part of the party and government system

The article analyzes the process of professional unions in Kuban region development after establishment of Soviet government. That process was under strict control from the party authorities, professional unions lost their independence in all kinds of activities, to the extent of having no publication organ, organizational structural development and personnel of their own; they became an obedient government supplement. The article illustrates the process of making professional union’s part of government system, their participation in development of soviet government authorities, recruitment and placement of government personnel, fulfillment of government assignments by heads of professional unions. The article concludes that eventually party governmental machine entirely and permanently brought professional unions under its control: they entirely lost their independence, having no regional nationwide organ of their own; they “became some kind of supplement to mass organizations instead of being their leadership center”.
