The article analyzes the relations of the Communist party with the trade unions and the Young Communist League in the 1920s-1930s on the example of Central Black Earth Region. The authors examine the ways and mechanisms of influence of the CPSU(b) on public organizations at the national and regional levels, as well as the elements of the reverse influence. They describe transition of trade unions from solving social problems to participating in the economic life as one of the mechanisms of social mobilization.
