Forecast of development of welfare systems of northern regions of Russia

The article is devoted to an actual problem of providing the population of northern regions of Russia by services of the welfare sphere, which have a direct influence on level and quality of life. The capacities of welfare establishments of northern regions during 2000-2010 are analized and negative tendencies are revealed. In the article the forecast of development of infrastructure of this sphere till 2020 is worked out. It's showed that only a complex of the radical measures, directed on increase of number of establishments of the social sphere and change of qualitative structure of an education system, health care and culture will allow to change current situation to the best.
