The program "Far Eastern hectare" in the advanced development of the Russian Far East

Innovation-based advanced socio-economic development of the Russian Far East is a strategic task of the whole Russia for the 21st century, but tasks can be realized only by people with relevant qualification and motivated for particular work, possessing particular business culture. The Russian Far East since the time of its development has been labor-deficient, so the population was formed via migration processes. Government at all times was creating special conditions for colonists recognizing a great role of the region as an outpost on the Pacific shore. However, with the beginning of Perestroika in Russia the region was deprived from the governmental attention: economic links broke, the economic sector was destroyed and high transportation tariffs made the delivery of goods to/from the territory to ensure normal public supplies. A great outflow of people to the central areas of the country and abroad commenced. This process is still going on in the early 21st century while the Russian government is developing and implementing some measures to keep and attract people to the region...
