Program and target tools of regional social and economic policy: experience of Stavropol territory

The article studies the experience of application of the program and target methodology in strategic territorial management in the Stavropol Krai - the region which is the catalyst of economic growth in the North Caucasus federal district. Despite the fact that the North Caucasus regions have favorable conditions for development of the agrarian and industrial complex, tourism, power industry, extracting and processing industries, the improvement of social and economic situation in this district haven't been successful so far. Therefore, the investment priorities of the State program "Development of the North Caucasus federal district until 2025", approved in 2014, are connected with the formation of conditions for the advancing economic development of the region and job creation.
