Program-target approach to strategic planning as a condition for sustainable development of municipalities

The article considers the program-target approach to strategic planning of socio-economic development of municipalities. The author defines the essence and features of the program-target approach in long-term planning. Foreign and domestic experience of strategic planning using the program-target approach is presented. Conclusions are drawn regarding the strategy of municipal development, as well as the application of a program-oriented approach to strategic planning and management, as a necessary element of these processes.
